Minutes from the FAN Executive Board Meeting
July 13, 2009

SECRETARY’S MINUTES: Greg moves and Andrew seconds. Motion carries.

A. Neighborhood Leadership Council (NLC). Carlos Barrera & Greg Giesy. Not a lot to report. Matching Grant Cycle begins July 1st, 2009. Next month potluck meeting. 18th and Friendly will have a stutter flash installed. Something more will be done to increase pedestrian safety.

B.. Neighborhood Empowerment Initiative (NEI). Bernie Corrigan. Community wide survey has been developed. No validation has been established for the implement. So it won’t be used.

C. Fillmore UPDATE, et al. Nancy Ellen Locke. All projects continuing.

D. Eugene Neighbors, Inc. (ENI) Matt Lutter and Greg Giesy. No report.

E. FAN-CH (Friendly Area Neighborhood-College Hill). Greg Giesy and Rick Grosscup. Reservoir project is pretty much finished. Fence needs to be repaired. Rock wall has been finished. Mayor dedicated the new ramp on July 1st. Final information is being prepared. Grant was for $9,000. Greg has over 200 hours in the project. 190 hours were man-hours. Full value of the volunteer labor is $19,000.

F. COMMUNICATIONS / FAN NEWSLETTER /WEBSITE. Andrew Fisher and Mike Giroux. Newsletter will arrive at the end of the week. Andrew updated picnic and garage sale information. Has listed all partners that are participating.

G. SAVE CIVIC STADIUM. Nancy Classen. No report.

H. SIDEWALK INFILL. Carlos Barrera. No report

I. FRIENDLY PARK UPDATE. Nancy Ellen Locke and Greg Geisy. Everyone is paid. Grant is done.


Glyphosate spraying in Washington Park. Lisa Arkin, presenter. Noticed there was herbicidal spraying in Washington Park. Requested a plan. City came up with City of Eugene Integrated Pest Management Policies in Washington Park. Aqua master was used as a spray herbicide. Spray was in late May. Sprayed on basketball court. 20 tree wells, fence lines, edges of lawn near basketball court, fence near the wading pool, trashcan in high traffic area were sprayed. City codes state, “No registered pesticide will be used within a playground.” “No pesticide will be within 25 feet of a playground” was sprayed within 10 feet. Wading pool 100 feet perimeter, spraying was within 30 feet.

There was no contact number posted. City did not use blue dye as marker. Signs did not appear to be well placed. 2 small signs were posted. Signs need to be posted by law, 24 hours prior and 24 hours. Requests FAN to send a letter to Public Works and the Sustainability Committee. Discussion about who uses the parks and desire to have a pesticide-free park in Washington Park. Rob makes a motion that we draft a letter about non-compliance and apparent violations to the City Policy Integrated Pest Management Policies. Andrew seconds. Requests review of spraying that occurred at the end of May. The issue of a pesticide-free park is a separate one. Lisa will draft a letter and send to Amy for editing. Then will be sent to the Board for email approval. Greg comments that volunteers will be needed to maintain a pesticide-free park. 7 in favor, 1 abstention.

A. SUMMER SOLSTICE PANCAKE BREAKFAST. Mike Giroux and Amy Henne. Served 196 people. Thanks to the Board for support.

B. ANNUAL FAN PICNIC (July 26 to 5-8 pm):

TABLING: Suggestion that Southtowne Business Assn. be asked if they want a table.

RAFFLE: Bernie, Nancy Ellen and Amy will follow up on donations for the raffle.

FOOD FOR SALE: Mike Giroux talked to Mike Wooley of Long’s Meat Market who will donate hot dogs and hamburgers as a fund-raiser for FAN. Amy makes motion that expenses will be paid out of receipts and remainder donated to FAN. Greg seconds. Passes wth 1 abstention. Mike will check into vegetarian alternative for this event.


Meetings are held the second Monday of the month at the Washington Park Recreation Center, 2025 Washington Street, Eugene. OR. The public is invited to attend.
